Preliminary Assessment of Kampala-Entebbe Expressway and Kampala-Mpigi Expressway Operations

IFC are advising UNRA on a roadmap for procurement of private operators on two sectors of new expressway, being from Kampala to Entebbe KEE (37km with link road 14 km) and from Kampala/Busega to Mpigi KME (32 km).

IFC wish to have a review of the ESIA and RAP implementation status on these two projects as a basis for understanding conformity with IFC performance standards (PS) and with a view to design of contractual requirements for potential toll operators which are to include environmental and social obligations for such contractors to meet IFC standards.

IFC engaged IMC Worldwide Ltd and Vetiver Associates Ltd to establish the status of documents and implementation of environmental management and resettlement plans, In the case of KEE to make recommendations on emergent or remaining risks and present a high-level assessment of potential ESIA/RAP performance standard gaps, including a determination of any necessary tasks and an estimate of costs to meet IFC standards and report key findings and propose next steps.

In the case of Kampala–Mpigi Expressway (KME); Review ESIA/ESMP documents for quality/completeness, Review RAP document for quality/completeness, Undertake field visit with in-country design team for appreciation of social and environmental context and any special issues identified, identification of any identifiable high-level IFC compliance gaps and report key findings and propose next steps.
